HSN 5206 23 00 (cotton yarn containing less than 85% by weight of cotton, not put up for retail sale, measuring 192.31–232.56 decitex) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) policy for imports from most origins.

The most common error on this tariff line is assuming that the azo-dye testing exemption extends beyond the nine listed countries. Importers sourcing from any origin not explicitly named — including otherwise low-risk origins such as Bangladesh, Vietnam, or Turkey — must present a valid PSIC before out-of-charge; a missing certificate results in consignment detention and accumulating demurrage, and cannot be remedied by post-arrival testing.
