    Note that azo-dye testing is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom. For all other origins, the PSIC is a hard requirement and its absence at the bill-of-entry stage attracts detention of the consignment.

The most common error on this tariff line is assuming that the azo-dye testing exemption extends beyond the nine listed countries. Importers sourcing from any origin not explicitly named — including otherwise low-risk origins such as Bangladesh, Vietnam, or Turkey — must present a valid PSIC before out-of-charge; a missing certificate results in consignment detention and accumulating demurrage, and cannot be remedied by post-arrival testing.
