The most common error on this tariff line is assuming the azo-dye country exemption eliminates the PSIC requirement entirely. The exemption applies solely to azo-dye testing; the obligation to furnish a pre-shipment inspection certificate from an accredited laboratory or a Textile Committee test report covering other prohibited hazardous dyes remains in full force regardless of origin. Consignments arriving without any PSIC — even from an exempted country — are liable to detention at the port of entry pending rectification.
