The most frequent error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to all documentation requirements — it does not. The exemption covers azo-dye testing only; composition declarations and other PSIC parameters remain mandatory regardless of origin. Presenting only a Certificate of Origin from an exempt country in lieu of a full PSIC will result in consignment detention pending a compliant test report.
