The most common error on this tariff line is assuming the azo-dye testing exemption extends to any country that has strong textile-industry credentials. The exemption list is closed and exhaustive — nine named jurisdictions only. A consignment from an unlisted origin arriving without a valid PSIC or TC/CSRTI test report will be detained at the port of entry, and retrospective testing at the importer's cost does not substitute for a pre-shipment certificate.
