Fine cotton yarn exceeding 120 metric number per single yarn
HSN 5205 48 90 (fine cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes for all textile and textile article imports. The PSIC must be issued by an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The azo-dye testing exemption is country-of-origin specific and does not extend to third-country re-exports: cotton yarn originating in a non-exempt country but shipped via an exempt country retains the PSIC requirement. Importers frequently assume that a bill of lading showing an exempt-country port of loading is sufficient — it is not; the country of origin as declared on the certificate of origin governs, and a missing PSIC on a non-exempt origin will result in consignment detention and demurrage pending re-inspection.
