Consignments without a valid PSIC from non-exempt origins are liable to detention at the port of import pending production of the required certificate.

The azo-dye testing exemption is country-of-origin specific and does not extend to third-country re-exports: cotton yarn originating in a non-exempt country but shipped via an exempt country retains the PSIC requirement. Importers frequently assume that a bill of lading showing an exempt-country port of loading is sufficient — it is not; the country of origin as declared on the certificate of origin governs, and a missing PSIC on a non-exempt origin will result in consignment detention and demurrage pending re-inspection.
