Cotton yarn 94-120 metric number, not for retail sale
HSN 5205 47 90 (cotton yarn, 94–120 metric number single yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory.

The most common error on this tariff line is assuming the azo-dye exemption applies country-wide once a supplier has passed testing in a prior shipment. The exemption is origin-specific and list-bound — any exporting country not on the nine-country list requires a fresh PSIC for each consignment. Presenting a test report from a non-accredited domestic laboratory instead of the required accredited exporting-country laboratory or a Textile Committee or CSRTI report will result in consignment detention pending a compliant document.
