HSN 5205 47 20 (Bleached cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory azo-dye testing requirement under General Note 10 of the ITC (HS) policy. The azo-dye testing exemption is origin-specific and non-transferable: a consignment that transships through an exempt country but originates in a non-exempt country does not qualify for the exemption. Presenting a test report from a non-accredited laboratory is treated as non-compliance under General Note 10, triggering detention at the port of import until a conforming certificate is produced.
