Grey
Grey cotton yarn, fine count single yarn (94-120 metric number)
HSN 5205 47 10 (Grey cotton yarn, fine count) is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement under General Note 10 of the ITC (HS) policy covering the absence of prohibited azo dyes. The azo-dye testing obligation applies to all origins except nine named countries.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- 1Obtain a Pre-Shipment Inspection Certificate or valid test report from an accredited laboratory of the exporting country certifying the absence of prohibited hazardous azo dyes before the consignment is dispatched to India. This requirement applies to all exporting countries not listed in the General Note 10 exemption.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the origin country qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must produce the certificate at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies to all origins. The nine exempt countries are exhaustively listed under General Note 10; any country not on that list — including major cotton-yarn exporters — must produce a Pre-Shipment Inspection Certificate from an accredited laboratory, and a missing certificate at the bill of entry will result in customs detention until the document is furnished.
