HSN 5205 46 90 (fine cotton yarn, 80–94 metric number) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. No additional sectoral PGA clearance applies beyond this DGFT policy condition.

The most frequent error on this tariff line is assuming that the azo-dye country exemption dispenses with the PSIC entirely. The exemption is confined to testing for azo-dye presence only; a PSIC or valid test report addressing other hazardous-dye parameters under General Note 10 remains mandatory regardless of the country of export. A consignment arriving without any PSIC — even from an exempt origin — is liable to detention pending the missing documentation.
