HSN 5205 46 30 (Dyed cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from the Textile Committee or CSRTI.

The single most common error on this tariff line is assuming the azo-dye exemption list is broader than it is — suppliers from non-listed origins (including countries geographically proximate to listed ones) do not qualify, and a missing or invalid PSIC results in consignment detention at the port of import pending documentary compliance. The PSIC must be issued by an accredited laboratory of the exporting country; a self-declaration by the exporter or an unaccredited test report does not satisfy General Note 10.
