Grey cotton yarn, fine count single yarn unbleached
HSN 5205 46 10 (Grey cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a textile-specific azo-dye testing requirement under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption applies broadly because the exporting country has a generally recognised textile-testing regime. The exemption is limited to the nine named countries only — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and yarn sourced from any other origin, including processing hubs such as Bangladesh, Vietnam or China, requires a PSIC regardless of the end-buyer's country of origin.
