Bleached
Bleached cotton yarn, 52-80 metric number, bulk
HSN 5205 44 20 (Bleached cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a textile-specific azo-dye testing requirement under General Note 10 of the ITC (HS) policy. Imports from countries outside a defined exempt list must be accompanied by a Pre-Shipment Inspection Certificate or valid test report from an accredited laboratory certifying the absence of prohibited hazardous azo dyes.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited azo dyes. This requirement applies to all origins except the nine exempt countries listed under General Note 10.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the origin is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted. Document the country of origin explicitly in the bill of entry to establish entitlement to the exemption at the time of customs out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption applies by default. The exemption is origin-specific and applies only to the nine listed countries; imports from any other origin without a compliant test report are detained at the port of entry pending laboratory verification, attracting demurrage and potential ground rent. Confirming the country of origin against the exempt list before shipment dispatch eliminates this avoidable exposure.
