HSN 5205 44 10 (Grey cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption extends to all origins because the product is a grey (undyed) yarn. The exemption under General Note 10 is country-specific, not product-specific: grey yarn imported from a non-exempt origin still requires a Pre-Shipment Inspection Certificate covering azo-dye absence, and presenting the unbleached or grey status of the yarn is not accepted as a substitute for laboratory certification.
