The most common error on this tariff line is assuming the azo-dye exemption applies when goods are shipped via an exempt country rather than manufactured there. The exemption is tied to the country of origin, not the port of export or transshipment; a consignment manufactured in a non-exempt country but transshipped through, say, the EU remains subject to the full Pre-Shipment Inspection Certificate requirement, and absence of the certificate at the bill of entry invites detention and demurrage at the Indian port.
