HSN 5205 43 10 (Grey cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering azo-dye absence under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming the azo-dye exemption applies to all origins. The exemption is country-specific and exhaustive — if the exporting country is not named in the list, a valid accredited-laboratory test report is mandatory regardless of the exporter's internal quality credentials. Presenting a non-accredited mill certificate in lieu of an accredited-laboratory report at the port of entry does not satisfy General Note 10 and may result in detention or re-export.
