The most common error on this tariff line is assuming the azo-dye testing exemption applies to a country of origin not on the notified list. The nine exempt countries are exhaustive; imports from Bangladesh, China, Pakistan, Vietnam, or any other origin not enumerated in DGFT Public Notice 14/2023 require a PSIC from an accredited laboratory regardless of the supplier's own quality certification. A bill of entry filed without the PSIC for a non-exempt origin will be detained pending document production, attracting demurrage and ground rent.
