HSN 5205 41 90 (coarse single cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. No additional sectoral PGA licence or registration applies at the bill-of-entry stage.

The most common error on this tariff line is assuming the azo-dye exemption applies because the seller is based in an exempt country, without verifying that the actual country of origin — as declared on the certificate of origin — is one of the nine listed countries. A consignment manufactured in a non-exempt origin but shipped through an exempt country does not qualify for the exemption, and an incorrect PSIC or missing test report will result in consignment detention and demurrage pending re-inspection.
