Dyed cotton yarn, coarse single yarn not for retail
HSN 5205 41 30 (Dyed cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. This requirement applies under General Note 10 of the ITC (HS) policy to all imports except those originating from specified exempt countries.

The most common error on this tariff line is assuming the azo-dye testing exemption applies broadly to any developed-country origin. The exemption is a closed list of nine named countries; imports from any country outside that list — including other EU-candidate states, ASEAN origins, and Bangladesh — require a PSIC or valid Textile Committee test report, and a consignment arriving without one is liable to detention pending document production.
