HSN 5205 41 20 (Bleached cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Under General Note 10 of the ITC (HS) policy, a Pre-Shipment Inspection Certificate certifying absence of prohibited azo dyes is mandated for imports from most origins, with a country-specific exemption for nine named trading partners.

The most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all origins once a supplier is based in an exempt country's free-trade zone or ships through an exempt country in transit. The exemption is origin-specific, not port-of-shipment specific; a consignment transshipped through the EU from a non-exempt origin does not acquire EU-origin status, and the absence of a PSIC at the bill of entry will trigger detention pending laboratory testing at the importer's cost.
