Grey cotton yarn, coarse single yarn (14 metric number or below)
HSN 5205 41 10 (Grey cotton yarn, coarse single) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The azo-dye testing requirement is waived for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only.

The azo-dye exemption is strictly country-of-origin specific, not country-of-export specific: yarn produced outside an exempted country but shipped through, say, a European transit hub does not qualify. Presenting a PSIC issued in an exempted country for yarn of third-country origin will be treated as a misdeclaration, exposing the consignment to detention and the importer to penalty under the Customs Act, 1962.
