A word of counsel

The azo-dye exemption is strictly country-of-origin specific, not country-of-export specific: yarn produced outside an exempted country but shipped through, say, a European transit hub does not qualify. Presenting a PSIC issued in an exempted country for yarn of third-country origin will be treated as a misdeclaration, exposing the consignment to detention and the importer to penalty under the Customs Act, 1962.
