HSN 5205 35 90 (fine cotton yarn, single yarn below 125 decitex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy for all textile imports.

The most common error on this tariff line is assuming the azo-dye exemption extends to all trading partners once the exporting country has a free-trade or preferential arrangement with India. The exemption is strictly limited to the nine named countries in DGFT Public Notice 14/2023; a PSIC or valid TC/CSRTI test report is mandatory for every other origin regardless of trade-agreement status, and its absence triggers consignment detention at the port of import.
