The most common error on this tariff line is assuming the azo-dye exemption applies to all origins because the exempted-country list is long. The exemption is country-specific and does not extend to transshipment or re-export from an exempted country when the goods originate elsewhere; origin is determined by the rules-of-origin framework, not the port of loading. A consignment presented without a valid PSIC from a non-exempt origin will be detained at the port pending submission of the test certificate.
