Cotton yarn 52-80 metric number, not for retail sale
HSN 5205 34 90 (cotton yarn, 52–80 metric number per single yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 to ensure the absence of prohibited hazardous azo dyes. Consignments from most origins must carry a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that a commercial certificate of analysis substitutes for a PSIC from an accredited laboratory or a TC/CSRTI test report. Only laboratories accredited by the competent authority of the exporting country, or the Textile Committee and CSRTI specifically, satisfy the General Note 10 requirement; a mill-issued or unaccredited third-party report will not secure out-of-charge, resulting in consignment detention and accruing demurrage.
