The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to goods trans-shipped through an exempt country. The exemption applies only to goods originating in the listed countries; transit or re-export through, for example, an EU member state does not confer the exemption, and a consignment arriving without a valid PSIC from a non-exempt origin will be detained pending documentary compliance.
