The single most common error on this tariff line is assuming the azo-dye exemption extends to all origins simply because major trading partners are listed. The exemption is a closed list: a shipment from any unlisted country — including otherwise low-risk origins — requires a PSIC from an accredited laboratory, and arrival without one results in consignment detention and potential demurrage pending document rectification.
