Cotton yarn, 43 to 52 metric number, not for retail sale
HSN 5205 33 90 (Cotton yarn, 43–52 metric number) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye exemption list is exhaustive of all PSIC obligations. The exemption covers only the azo-dye test; a PSIC confirming absence of other prohibited hazardous dyes and compliance with remaining General Note 10 parameters is still required from all origins, including the nine exempt countries. Arriving without a valid PSIC or test report — regardless of country of origin — exposes the consignment to detention and ground rent pending documentary rectification.
