The most common error on this tariff line is assuming the azo-dye exemption list is exhaustive of all PSIC obligations. The exemption covers only the azo-dye test; a PSIC confirming absence of other prohibited hazardous dyes and compliance with remaining General Note 10 parameters is still required from all origins, including the nine exempt countries. Arriving without a valid PSIC or test report — regardless of country of origin — exposes the consignment to detention and ground rent pending documentary rectification.
