Cotton yarn, medium count, not for retail sale
HSN 5205 32 90 (cotton yarn, 14–43 metric number, not put up for retail sale) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a mandatory Pre-Shipment Inspection Certificate (PSIC) requirement under General Note 10 of the ITC (HS) policy. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory, must certify the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming the azo-dye testing exemption applies universally once a consignment originates from any developed-country supplier. The exemption is country-specific and limited to the nine named origins; cotton yarn from any other country — including other EU candidate states or neighbouring trading partners — requires the full PSIC, and a missing certificate at the bill of entry triggers detention regardless of the apparent quality or commercial reputation of the supplier.
