The most common error on this tariff line is assuming the azo-dye exemption applies globally because certain major supplying countries are listed. The exemption is strictly limited to the nine named jurisdictions; a consignment from any other origin arriving without a PSIC is non-compliant at the bill of entry and subject to detention pending production of the certificate — there is no post-arrival rectification path equivalent to a labelling cure.
