Importers sourcing from any other country — including major cotton-yarn exporters such as Bangladesh, Pakistan, Vietnam or China — must present a valid PSIC at the bill of entry; the absence of this document at the time of customs examination triggers detention and demurrage with no provision for post-clearance remediation.
