HSN 5205 31 90 (Other cotton yarn, coarse count) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country under General Note 10 of the ITC (HS) policy. The PSIC must confirm the absence of prohibited hazardous azo dyes, with a country-specific exemption applying to imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom.

The azo-dye testing exemption is origin-specific and narrow: it covers the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Importers sourcing from any other country — including major cotton-yarn exporters such as Bangladesh, Pakistan, Vietnam or China — must present a valid PSIC at the bill of entry; the absence of this document at the time of customs examination triggers detention and demurrage with no provision for post-clearance remediation.
