The azo-dye testing exemption is origin-specific and narrow: it covers the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Importers sourcing from any other country — including major cotton-yarn exporters such as Bangladesh, Pakistan, Vietnam or China — must present a valid PSIC at the bill of entry; the absence of this document at the time of customs examination triggers detention and demurrage with no provision for post-clearance remediation.
