Dyed
Dyed cotton yarn, coarse single yarn (bulk, not retail)
HSN 5205 31 30 (Dyed cotton yarn, coarse count) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) or valid test report certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying absence of prohibited hazardous dyes before the consignment is shipped to India.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify the origin of the consignment: azo-dye testing is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. For all other origins, the PSIC or test report is mandatory and must be uploaded in e-Sanchit before customs out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye testing exemption applies broadly to all established trading partners rather than to the nine specifically listed countries. Consignments from origins outside that list arriving without a PSIC or valid TC/CSRTI test report are detained at the port of entry pending document production, attracting demurrage and ground rent until compliant documentation is uploaded in e-Sanchit.
