The most common error on this tariff line is assuming the azo-dye testing exemption for EU and listed-country origins dispenses with the PSIC entirely. The exemption is limited to azo-dye testing; a PSIC from an accredited laboratory covering the absence of other prohibited hazardous dyes remains mandatory regardless of origin. Filing a bill of entry without a valid PSIC exposes the consignment to detention and demurrage pending rectification.
