The most common error on this tariff line is assuming that the azo-dye exemption list is exhaustive of all PSIC requirements — it covers only the hazardous-dye testing exemption, not the underlying PSIC obligation itself. Importers from non-exempt origins who arrive at the bill-of-entry stage without a valid PSIC from an accredited laboratory face consignment detention and demurrage while a retrospective test report is sourced; the exemption list is also fixed by country of origin, not by the nationality of the exporter.
