The most common error on this tariff line is assuming the azo-dye exemption applies broadly to developed-country origins. The exemption list is closed and exhaustive — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only. A consignment from any country not on this list, including other EU-neighbouring or high-income countries, requires the Pre-Shipment Inspection Certificate; arriving without it will result in consignment detention and potential ground rent accumulation pending remediation.
