Single cotton yarn, 80-94 metric number, not for retail
HSN 5205 26 90 (single cotton yarn in the 80–94 metric number range) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy for all origins except a named exempted group.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. This document must accompany every import consignment of this tariff line.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted for that origin only. For all other origins the PSIC is mandatory and its absence at the bill-of-entry stage will result in consignment detention pending clearance.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye exemption extends beyond the nine listed countries. Importers sourcing from Bangladesh, China, Vietnam, or any other origin not in the exempted list must present a valid PSIC; arrival without one exposes the consignment to detention at port, accruing demurrage and ground rent, and no post-arrival remedial testing substitutes for a pre-shipment certificate issued by an accredited laboratory.
