    If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted for that origin only. For all other origins the PSIC is mandatory and its absence at the bill-of-entry stage will result in consignment detention pending clearance.

The most common error on this tariff line is assuming the azo-dye exemption extends beyond the nine listed countries. Importers sourcing from Bangladesh, China, Vietnam, or any other origin not in the exempted list must present a valid PSIC; arrival without one exposes the consignment to detention at port, accruing demurrage and ground rent, and no post-arrival remedial testing substitutes for a pre-shipment certificate issued by an accredited laboratory.
