Bleached
Bleached cotton yarn, fine count (80-94 metric number)
HSN 5205 26 20 (Bleached cotton yarn) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Testing for azo-dye absence is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- ITC (HS) policy declaration from DGFT
- 1For consignments originating outside the exempt-country list, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country confirming the absence of prohibited hazardous azo dyes. Upload the certificate in e-Sanchit before filing the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the origin country is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is waived; retain the origin documentation on file to demonstrate eligibility for the exemption at customs examination.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins. The exemption is country-specific and exhaustive — any origin not named in the DGFT Public Notice 14/2023 list requires a Pre-Shipment Inspection Certificate; presenting only a commercial invoice or mill test report in lieu of a duly accredited PSIC will result in consignment detention pending a compliant certificate.
