Dyed cotton yarn, fine count, not for retail sale
HSN 5205 26 10 (Dyed cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. A valid test report from a Textile Committee or CSRTI laboratory is an accepted alternative to the PSIC.

The single most common error on this tariff line is assuming the azo-dye exemption applies broadly to all origins because a supplier is based in a major exporting country. The exemption covers nine listed countries only — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and a PSIC from an accredited laboratory remains mandatory for every other origin. Presenting a test report from an unaccredited laboratory as a substitute for the PSIC will result in consignment detention at the port of import.
