Single cotton yarn, 52-80 metric number, not for retail
HSN 5205 24 90 (single cotton yarn in the 52-80 metric number range) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. No separate import licence is mandated, but the PSIC or an equivalent accredited test report is a binding customs-clearance document at the bill of entry.

The most common error on this tariff line is assuming the country-of-origin exemption covers all laboratory parameters. The azo-dye testing exemption for the nine listed countries relates only to the test for prohibited azo dyes; the underlying obligation to present a PSIC covering other hazardous-dye parameters under General Note 10 remains in force regardless of origin. A consignment arriving without any PSIC documentation is liable to detention at the customs station pending compliance.
