The most common error on this tariff line is assuming that the azo-dye testing exemption applies broadly to all origins once a supplier in an exempt country is named on the invoice. The exemption is origin-specific, not supplier-specific: the country of origin on the bill of lading and certificate of origin must match an exempt jurisdiction; a consignment transshipped through or re-invoiced from a non-exempt country loses the exemption and is liable to detention pending test results.
