HSN 5205 24 10 (Grey cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the exempted country list must furnish a test report from an accredited laboratory of the exporting country or a valid Textile Committee or CSRTI laboratory report.

The most common error on this tariff line is assuming that because the origin country is a major textile exporter, it qualifies for the azo-dye testing exemption. The exempted list is fixed and narrow — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and does not extend to other significant origins such as Bangladesh, China, Vietnam, or Pakistan. Arriving without a valid PSIC from a non-exempt origin results in consignment detention at port until the test certificate is produced.
