Cotton yarn, 43-52 metric number, not for retail sale
HSN 5205 23 90 (cotton yarn measuring less than 232.56 decitex but not less than 192.31 decitex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries eliminates the PSIC requirement entirely. The exemption is narrow — it covers only the azo-dye testing component, not the broader hazardous-dye certification; a PSIC from an accredited laboratory or a TC/CSRTI test report is still required at the bill of entry regardless of origin. Submitting only a commercial test certificate from a non-accredited or non-TC/CSRTI laboratory will trigger consignment detention pending a compliant PSIC.
