Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, certifying the absence of prohibited hazardous dyes. This requirement applies to all textile and textile article imports under General Note 10 of the ITC (HS) policy.

  2. 2
If importing from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing component of the PSIC is exempted; however, the PSIC for other composition and hazardous-dye parameters remains mandatory. Imports from all other origins must include full azo-dye testing results.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries eliminates the PSIC requirement entirely. The exemption is narrow — it covers only the azo-dye testing component, not the broader hazardous-dye certification; a PSIC from an accredited laboratory or a TC/CSRTI test report is still required at the bill of entry regardless of origin. Submitting only a commercial test certificate from a non-accredited or non-TC/CSRTI laboratory will trigger consignment detention pending a compliant PSIC.
