The most common error on this tariff line is assuming that the country-of-origin exemption from azo-dye testing extends to goods that merely transit through or are re-invoiced via an exempt country. The exemption attaches to the country of manufacture, not the country of shipment; a consignment manufactured outside the exempt list but shipped through an exempt country remains subject to the full Pre-Shipment Inspection Certificate requirement, and failure to produce one at the bill-of-entry stage will result in consignment detention.
