Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying absence of prohibited hazardous azo dyes. This document must accompany the consignment at the bill of entry stage.

  2. 2
Verify whether the country of origin qualifies for the azo-dye testing exemption. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from the azo-dye testing requirement; all other origins must present the PSIC without exception.

A word of counsel

The most common error on this tariff line is assuming that origin from a major textile-exporting country automatically waives the PSIC requirement. The exemption list is closed and specific — only the nine named jurisdictions qualify; imports from Bangladesh, China, Vietnam, Pakistan, Turkey and all other origins must present a valid PSIC or accredited-lab test report, and absence of this document at customs results in consignment detention pending production of the certificate.

Frequently asked
Does HSN 5205 22 90 require BIS certification?
No, no BIS Quality Control Order covers this cotton yarn tariff line. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, principally the hazardous-azo-dye Pre-Shipment Inspection Certificate condition under General Note 10.
Is a test report from a domestic Indian laboratory acceptable in place of the PSIC from an accredited exporting-country laboratory?
Yes, a valid test report from a Textile Committee or CSRTI laboratory is an accepted alternative to the PSIC from an accredited laboratory of the exporting country, per General Note 10 and DGFT Public Notice 14/2023 dated 14-06-2023.
Does the azo-dye exemption for EU and other listed countries cover all textile parameters in the PSIC?
No. The exemption applies specifically to testing for presence of azo dyes; the PSIC requirement for other prohibited hazardous dye parameters under General Note 10 continues to apply even for consignments originating from exempted countries.
