The most common error on this tariff line is assuming that origin from a major textile-exporting country automatically waives the PSIC requirement. The exemption list is closed and specific — only the nine named jurisdictions qualify; imports from Bangladesh, China, Vietnam, Pakistan, Turkey and all other origins must present a valid PSIC or accredited-lab test report, and absence of this document at customs results in consignment detention pending production of the certificate.
