Grey
Grey cotton yarn, medium count, not for retail sale
HSN 5205 22 10 (Grey cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted only for imports from specified countries per DGFT Public Notice 14/2023 dated 14-06-2023.
- Pre-Shipment Inspection Certificate from exporter
- Azo-dye test report from accredited laboratory
- Import declaration from DGFT
- 1For consignments originating outside the azo-dye-exempt countries, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country certifying the absence of prohibited hazardous azo dyes before shipment. Upload this certificate in e-Sanchit at the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, the azo-dye testing requirement is waived. Retain documentation of origin to substantiate the exemption at the bill-of-entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption extends to all origins. The exemption is strictly confined to nine named countries; yarn sourced from Bangladesh, China, Pakistan, Vietnam, or any other non-listed origin must be accompanied by an accredited-laboratory Pre-Shipment Inspection Certificate, and absence of this document at the bill of entry exposes the consignment to detention and ground rent pending re-examination.
