Single cotton yarn, coarse counts, not for retail sale
HSN 5205 21 90 (coarse single cotton yarn, 714.29 decitex or more) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside the designated exempt list must furnish a certificate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most frequent error on this tariff line is assuming the azo-dye PSIC applies only to finished textiles and not to yarn in bulk form. General Note 10 applies to all textile and textile articles, including single cotton yarn at coarse counts under HSN 5205 21 90; a consignment arriving without the PSIC from a non-exempt origin will be detained at port, and demurrage and ground rent begin accruing immediately while the documentation gap is remedied.
