DGFT CLEARANCE

HSN 5205 21 90 (coarse single cotton yarn, 714.29 decitex or more) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside the designated exempt list must furnish a certificate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

Compliance steps
  1. 1

  2. 2
If the exporting country is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; retain documentary proof of origin to substantiate the exemption at the bill-of-entry stage. For all other origins, the PSIC is mandatory and non-negotiable.

A word of counsel

The most frequent error on this tariff line is assuming the azo-dye PSIC applies only to finished textiles and not to yarn in bulk form. General Note 10 applies to all textile and textile articles, including single cotton yarn at coarse counts under HSN 5205 21 90; a consignment arriving without the PSIC from a non-exempt origin will be detained at port, and demurrage and ground rent begin accruing immediately while the documentation gap is remedied.

Frequently asked
Does HSN 5205 21 90 require BIS certification?
No, single cotton yarn in bulk is not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, principally through the hazardous-dye Pre-Shipment Inspection Certificate requirement under General Note 10.
Which laboratories are acceptable for issuing the Pre-Shipment Inspection Certificate for azo-dye compliance?
An accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, is acceptable per DGFT Public Notice 14/2023 dated 14-06-2023.
Does the azo-dye exemption for EU and other listed countries remove all PSIC requirements?
The exemption covers azo-dye testing only; other hazardous-dye parameters under General Note 10 still apply, and proof of origin from an exempt country must be available for customs verification at the bill of entry.
