The most common error on this tariff line is assuming the azo-dye exemption extends to all developed-country suppliers. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only — and a PSIC from an accredited laboratory of the exporting country is mandatory for every other origin, including major cotton-yarn exporters such as Bangladesh, Vietnam and China. Presenting an internal mill test report in lieu of accredited-laboratory certification is treated as non-compliant and will result in consignment detention.
