Single cotton yarn, fine count, not for retail sale
HSN 5205 15 90 (single cotton yarn, measuring less than 125 decitex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from the Textile Committee or CSRTI must be supplied in lieu.
- Pre-Shipment Inspection Certificate from accredited exporting-country lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance declaration from DGFT
- 1Before shipment, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes. This document must be presented at the bill-of-entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm the country of export before waiving the azo-dye testing requirement: the exemption applies only to imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom. All other origins must supply the PSIC or TC/CSRTI test report without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most frequent error on this tariff line is conflating the country-of-export exemption from azo-dye testing with a blanket exemption from the PSIC requirement itself. Even for exempted origins, other mandatory parameters of the Pre-Shipment Inspection Certificate — fibre composition, count, and other textile specifications — may still apply under General Note 10; verify the full scope of the exemption against DGFT Public Notice 14/2023 before instructing the overseas supplier to withhold testing documentation.
