Dyed single cotton yarn, fine count (exceeding 80 metric number)
HSN 5205 15 30 (Dyed cotton yarn, measuring less than 125 decitex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

The single most common error on this tariff line is assuming that the azo-dye PSIC exemption for listed countries removes all documentation obligations under General Note 10. The exemption is limited to azo-dye testing specifically; the broader textile-import compliance framework under General Note 10 continues to apply regardless of origin. Importers from non-exempt countries who ship without a PSIC face consignment detention and ground rent accumulation at the port while a remedial test report is procured.
