Bleached
Single bleached cotton yarn, fine count (above 80 metric number)
HSN 5205 15 20 (Bleached single cotton yarn, measuring less than 125 decitex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 10 of the ITC (HS) Schedule. A Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes is required for imports from most origins, with a country-specific exemption for selected trading partners.
- Pre-Shipment Inspection Certificate from accredited laboratory
- Azo-dye test report from exporter
- Import declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. This requirement applies to imports from all origins not listed in the country-specific exemption.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of export qualifies for the azo-dye testing exemption: EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and United Kingdom are exempt from azo-dye testing only. Upload applicable documentation in e-Sanchit before filing the bill of entry.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption extends to all documentation requirements: the exemption covers azo-dye testing only, and other pre-shipment inspection parameters remain mandatory regardless of country of origin. Importers shipping from non-exempt origins without a valid PSIC risk consignment detention at the port of import pending production of the certificate.
