The most common error on this tariff line is applying the azo-dye testing exemption to origins that are not on the DGFT-notified list. The nine exempt countries are enumerated exclusively in DGFT Public Notice 14/2023; a consignment from any unlisted origin arriving without a Pre-Shipment Inspection Certificate is liable to detention at the port of entry, and retrospective procurement of a test report after arrival does not cure the documentation deficiency at the bill-of-entry stage.
