Bleached
Single bleached cotton yarn, medium count (52-80 metric number)
HSN 5205 14 20 (Bleached cotton yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates Pre-Shipment Inspection Certification covering the absence of prohibited azo dyes for most origins. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from exporter
- Test report from accredited laboratory
- ITC (HS) policy declaration to CBIC
- 1For imports from all origins not in the exempted list, obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is dispatched.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify origin eligibility for the azo-dye testing exemption at the time of filing the bill of entry. Only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom qualify; all other origins must present the PSIC or accredited test report before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that because the origin country is generally a reliable textile supplier, the azo-dye testing exemption applies — when in fact the exemption list is exhaustive and country-specific. A consignment arriving from any origin outside the nine listed countries without a valid PSIC or accredited laboratory test report will be detained at the customs station, attracting demurrage and ground rent until compliant documentation is produced or the consignment is re-exported.
